Rockstar North's Rob Nelson: 2023 Debut Trailer Captured an Idea, Not a Finished Game

A Tom Petty song did more than set a mood for GTA 6's first trailer -- according to Rockstar North's boss, it was the internal rallying cry for a game that, at the time, didn't fully exist yet.
Nearly three years after GTA 6's first trailer dropped in December 2023, Rockstar North president Rob Nelson has revealed just how unfinished the game actually was when that footage went live. Speaking to French outlet Trois Couleurs, Nelson said the trailer's use of Tom Petty's "Love Is a Long Road" wasn't just a needle-drop -- it became a "mission statement" the development team used to rally around as they worked to pull the game together.
"You don't have the game fully formed, you have an idea of what it's going to be, but you really have to push hard to pull that together," Nelson explained. He described the trailer as being made with "the best of everything you've got at that point," functioning less as a marketing snapshot and more as an internal guiding light for what the finished game needed to feel like.
Nelson also gave a glimpse into how the Vice City setting took shape early on. Once the team settled on Miami as the inspiration, small groups of developers reportedly traveled there themselves, driving around largely unaccompanied, taking huge numbers of photos, and soaking in details that would later shape the game's look and feel.
For fans, this timeline is worth sitting with. The 2023 trailer arrived years before Rockstar had a release date locked in, and this new admission helps explain the long, sometimes turbulent stretch between that first tease and the now-confirmed November 19 launch -- including the delays and shifting expectations fans have tracked along the way. It also reframes the trailer itself: what looked like a confident showcase was, by Rockstar's own account, more of an aspirational sketch the studio then spent years building toward.
It's also a useful data point for anyone trying to parse the flood of "vindicated" leaks and rumors that have surfaced as launch approaches. If the game itself wasn't fully formed in late 2023, that lends some credibility to the idea that certain details -- map scope, mechanics, even character dynamics -- were still very much in flux long after the world got its first look, and may have evolved significantly between that trailer and the version shipping this November.
