WHO IS PHIL?
Phil is the owner and pitchman of Phil's Ammu-Nation, the Leonida version of the series' long-running gun store chain. He appears in an in-universe commercial during GTA VI's second trailer, pitching the store with the line: "Come to Phil's Ammu-Nation today! We got more guns than the law allows!"
The character is a clear callback to Phil Cassidy, the one-armed Vice City arms dealer from the 3D Universe games — but this version is younger, has both arms, and predates the injuries that defined the original.
PHIL & PHIL CASSIDY
Phil Cassidy appeared across four previous GTA titles, most notably Vice City, as a scrappy one-armed weapons dealer. GTA VI's Phil reads as an earlier, two-armed version of that same lineage — whether he's meant to literally be a younger Cassidy or just an homage to the archetype hasn't been confirmed.
